Hello!  My name is John DeCuir, and I’m an SDET II in Outlook Mobile Sync.  My job is to ensure that content syncs correctly between your Windows Mobile phone and information sources on the Internet (primarily Exchange servers).  This is more difficult than it sounds, primarily because your phone is a moving target that has a fluctuating network connection.  For instance, let’s say you’re driving down the road and your phone is happily gobbling up data from the Internet and from your Exchange server.  Suddenly you drive into a tunnel.  What happens to your data?  Should the phone give up?  Should it retry?  If your phone was attempting to send an email while you were driving into the tunnel, what should the phone do?  If it retries, are we sure it didn’t get sent twice?  If it doesn’t, are we sure it got sent at all?
